▶ N. Korea and U.S. locked in cycle of provocations and sanctions

North Korea test-fired two projectiles from its super-large multiple rocket launcher on Oct. 31, a day after North Korean leader Kim Jong-un sent his condolences over the death of President Moon Jae-in’s mother. U.S. Secretary of State Mike Pompeo downplayed the significance of the latest firing, saying it’s consistent with what the North has done before. According to a report released by the U.S. State Department, the U.S. placed a record number of unilateral sanctions on North Korea in 2018, when bilateral relations improved dramatically. What are Pyeongyang and Washington’s intentions behind launching provocations and strengthening sanctions against the backdrop of dialogue?
