▶ N. Korea and U.S. agree to resume nuclear talks

North Korea’s Vice Foreign Minister Choe Son-hui issued a statement saying the North and the U.S. will hold working-level negotiations on Oct. 5. But a day after the announcement, Pyeongyang test-fired what was presumed to be a submarine-based ballistic missile into the East Sea. Meanwhile, Washington confronts a series of domestic woes including the launch of an impeachment inquiry into President Donald Trump. What impact will these issues have on the timeline of nuclear negotiations between North Korea and the U.S.?
Expectations are high that North Korean leader Kim Jong-un will visit China around the 70th anniversary of North Korea-China diplomatic relations on October 6th. Chinese Foreign Minister Wang Yi called for rolling back North Korea-related UNSC resolutions in a recent speech at the UN General Assembly. Why are North Korea and China seeking increasingly closer ties? How will China play the North Korea card to find a way out of its domestic and foreign policy challenges, including the ongoing trade war with the U.S. and pro-democracy protests in Hong Kong?
